Executions or Protocol? What the IDF Learned from Secondary Terror Attacks

In this analysis in The Tower, I explore the recent public debate surrounding the terrorist attack in Hebron (Mar 22) in which an IDF soldier was filmed shooting and killing a seemingly neutralized terrorist. Predictably, the debate rages (still) between those on the left who accuse the IDF of extra-judicial executions and those on the right who feel IDF soldiers should be defended no matter their actions, and that terrorists forfeit their rights the moment they undertake an act of terror.
I look at the history of secondary terrorist attacks in Israel - in which a seemingly neutralized terrorist may not be so, and why the soldier may have acted in the manner he acted.
